A whistleblower acts against any kind of establishment, company of any distincion and so on.
If one wants not to protect a whisteblower
( who I consider as a kind of journalist and reporter) he deliberately ignores some hipotetical (at least if undeniably evidence was not given) relevant issue concerning various victims of different kind. Therefore for how i happen to interpretate the act of a whistleblower there would no reason to cut him off prematurely ( before trials and so on)
