Separatist forces in the Donbas broke all ceasefires. Russia did not respect the Budapest memorandum. They invested ludicrous lies to justify their war (such as genetically engineered pigeons, jews being secretly drug-addict nazis, Ukraine being a non-existent nationality).
They rejected all previous peace proposals that did not leave Ukraine completely defenseless for a second invasion.
